Offaly County Council is designated as the Nominated Authority for the processing of all new Waste Collection Permit applications and review applications received on or after February 1 2012. This Authority is known as the National Waste Collection Permit Office (NWCPO).
The Office of the Ombudsman examines complaints from members of the public who feel they have been unfairly treated by certain public bodies. The Ombudsman may investigate complaints against, for example, government departments, local authorities, the HSE, and An Post in relation to postal savings certificates.

It is responsible for the Money Advice and Budgeting Service and provides the National Advocacy Service for people with disabilities, along with the Sign Language Interpreting Service.
